Providing SETA support and Tech Scouting services to NAVSEA and other DoD and Federal agencies. Since 1994, DHi has been regarded as a small business leader in providing Systems Engineering and Technical Assistance (SETA) support to Government agencies, contributing to their success by helping Federal program officers successfully confront challenges and meet critical objectives. With significant prior experience in the Government and the military, DHi’s highly skilled staff:
- Provides top level Federal and DoD decision makers with timely assessments that analyze or propose solutions addressing technical, operational, and programmatic issues in high-visibility programs.
- Assists our customers to develop and execute highly technical programs and introduce advanced technologies that significantly contribute to end user value and satisfaction.
Currently, our Government Services Group provides expert SETA support to NAVSEA—including Navy ship drydocking and SUBTECH and SURFTECH technology scouting—as well as U.S. Army Special Forces Civil Affairs combatives training to our Federal customers. DHi has supported the Joint Chiefs of Staff and key DoD agencies including DARPA and ONR. Our analysts have also supported the National Coordination Office for Networking and Information Technology Research and Development (NCO/NITRD)—an agency-level organization under the White House Office of Science and Technology Policy (OSTP)—and other important agencies including DHS, DOE, HUD, and NSF.
Contract Vehicles
In addition to its Seaport-e contract—the contract vehicle of choice for our growing support to NAVSEA—DHi plans to expand its portfolio of SETA support work on November 1, 2007 under its new Multiple-Award Task Order Contract (MATOC) awarded by ONR. Our MATOC award will allow DHi to compete for work in the Technical, Programmatic and Engineering Services and Business and Financial Support Services disciplines. These are traditional areas of strength for our company, supporting Navy and Marine Corps Science and Technology programs. DHi has also been awarded the General Services Administration (GSA) Schedule for Professional Engineering Services (PES), contract number GS-10F-0277-T, which provides another convenient vehicle allowing customers to access our expertise.
Technology Scouting
Technology Transfer Offices (TTOs) can identify and shape investments in science and technology (S&T) research and development (R&D) to encourage affordable, technologically effective applications and solutions. Successful TTOs are constantly on the lookout for exploitable leading-edge technologies emerging from traditional as well as non-traditional sources.
Promising technologies always exist in the marketplace. But to help ensure that a given technology will likely meet an organization’s stated requirements, TTOs must gain a comprehensive understanding of the users’ objectives, problems and needs. Then, they must
- Determine whether the technology can satisfy the users’ criteria
- Conceptualize how it might be integrated
- Provide program managers with technology roadmaps defining logical transition paths
- Identify supplemental funding sources if necessary to achieve success
DHi’s Focused Technology TransitionTM (FT2) process provides a proven, rigorous methodology that logically helps discover, evaluate, and qualify a candidate technology that will meet the users’ stated requirements. Since constantly evolving operational and logistics requirements, further complicated by fiscal constraints, can still threaten effective acquisition of a fully vetted new technology, the FT2 process also helps chart a clear path to the bottom line by measuring a candidate technology’s potential return on investment while determining when it might realistically be transitioned.
